Negative Declaration

Seneca County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Drilling Permit Application for Chesapeake Appalachia, L.L.C. Proposed Hartman 4 Natural Gas Well Located within Seneca County Agricultural District 8 will not have a significant adverse environmental impact. The action involves the drilling of a natural gas well located within Seneca County Agricultural District 8. Drilling operations will be conducted in accordance with the drilling permit issued and rules and regulations of NYS DEC. The total area proposed to be disturbed during the initial construction phase for the well site and access road is 131,400 square feet or approximately 3.0 acres. After the well has been drilled, it will be put into production or plugged and abandoned. The well pad and access road areas for a producing well will be reduced to 15,600 square feet or approximately .36 acres and the remaining disturbed areas reclaimed. If the well is plugged and abandoned, the site will be reclaimed. The project is located on the Hartman 4 property, approximately 3,500 feet east of MacDougall Road and 2,200 feet south of Leader Road in the Town of Fayette, New York.

Seneca County
- The Seneca County Industrial Development Agency, as lead agency, has determined that the proposed former Seneca Army Depot Demolition Project will not have a significant adverse environmental impact. The action involves the demolition of the existing buildings, warehouses and storage igloos to accommodate future development at the site. Buildings include twelve (12) 90,000 square foot warehouses, eight (8) 10,000 square foot warehouses, five (5) 8,000 square foot administration buildings, three hundred (300) 1,800 square foot concrete igloos and twenty (20) 1,000 square foot miscellaneous buildings. The project is located at the former Seneca Army Depot in the Town of Romulus, New York. Buildings are located within the Conservation/Recreation Area, Airfield Area and the PID/Warehouse Area on the former Depot.
