Negative Declaration

Jefferson County - The Town Board of the Town of Watertown, as lead agency, has determined that the proposed Town of Watertown Salmon Run Mall Sewage Reallocation will not have a significant adverse environmental impact. The action involves the construction of approximately 2,800 lineal feet of sewage main and a sanitary pump station from the parking lot south of the Gander Mountain and Best Buy stores in a northerly direction within the right of way of Salmon Mall Run Drive to connect to the existing manhole near Ryder Trucks. The project is located at the Salmon Run Mall in the Town of Watertown, New York.

Jefferson County
- The Town Board of the Town of Alexandria, as lead agency, has determined that the proposed Town of Alexandria Route 12 Sewer District #2 Improvements will not have a significant adverse environmental impact. The action involves the extension of a sewage collection system approximately 2 miles from the terminus of an existing sewage collection system east along NYS Route 12 in the Town of Alexandria adjacent to the St. Lawrence River currently served only by private and individual sewage treatment systems. This area is currently one of the most densely populated unsewered areas along the St. Lawrence River. The project is located on New York State Route 12 from the Village of Alexandria Bay limits to the terminus of the existing Route 12 Sewer District, Town of Alexandria, New York.

Jefferson County
- The Board of Trustees fo the Village of Deferiet, as lead agency, has determined that the proposed Village of Deferiet and Village of Herrings Joint Waterworks Improvement Project will not have a significant adverse environmental impact. The action involves the removal of water storage tanks in the Village of Herrings and the Village of Deferiet and placement of a shared water storage tank in the Town of Wilna. Water main replacement, new transmission mains, a new meter control panel and installation of individual meters are also part of the project. The project is located throughout the Village of Deferiet and Village of Herrings, New York, along NYS Route 3 between said Villages.

St. Lawrence County - The Village of Massena, as lead agency, has determined that the proposed Massena - Louisville Local Waterfront Revitalization Program may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The action involves the adoption of zoning ordinances, consistency laws and various local law codes for the Towns of Louisville and Massena and the Village of Massena in the area defined as the Waterfront Revitalization Area (WRA). Consistency Laws will result in Federal, State and local projects being reviewed to ensure projects and activities are consistent with the policies described and local zoning and/or subdivision regulations shall address waterfront development and protection. The project is located in the area of the Grasse River, at high water mark, from the Alcoa Bridge Road to the Hamlet of Madrid and is coterminous along the St. Lawrence River with the New York State Department of State Coastal Boundary in the Towns of Louisville and Massena, New York.

Notice of Acceptance of Draft GEIS and Public Hearing

St. Lawrence County - The Village of Massena, as lead agency, has accepted a Draft Generic Environmental Impact Statement on the proposed Massena - Louisville Local Waterfront Revitalization Program. A public hearing on the Draft GEIS will be held on April 7, 2009 at 6:00 p.m. at the Massena Town Hall, Room 30, 60 Main Street, Massena, NY 13662. Written comments on the Draft GEIS will be accepted until April 17, 2009. A hard copy of the DGEIS is available at the following locations: Village Clerk Office, Village of Massena, 60 Main Street, Massena, NY 13662. The online version of the DGEIS is available at the following publically accessible web site: www.massenaworks.com/village/clerk.asp.
