Negative Declaration

Albany County - The City of Cohoes Common Council, as lead agency, has determined that the proposed Residences at Lexington Hills Planned Development District will not have a significant adverse environmental impact. The action involves a mixed residential community consisting of a total of 408 residential dwelling units and a 7,500 square feet of commercial building. The project is located on St. Agnes Highway in the City of Cohoes, New York.

Delaware County - The Town of Bovina Planning Board, as lead agency, has determined that the proposed Coulter Brook Meadows Subdivision will not have a significant adverse environmental impact. The action involves a proposed eight (8) lot subdivision. A proposed road accessing Coulter Brook Road will provide access to the subdivision. Special attention was given to retain existing features of the land such as existing stone walls for property boundaries and incorporating the stormwater management plan into the existing natural drainage. The proposed development is consistent with the zoning of the property. The project is located on Coulter Brook Road in the Town of Bovina, New York.

Greene County - The Town of Catskill, as lead agency, has determined that the proposed Upgrade Cementon Sewer Plant will not have a significant adverse environmental impact. The action involves the following:

1. Installation of a UV disinfection system and equipment enclosure.
2. Rehabilitation of the intermittent sand filters and distributors.
3. Miscellaneous facility upgrades (generator, comminutor and OSHA compliance).
4. Repair of infiltration and inflow to the sewer system.

The project is located at 57 Maple Avenue in Cementon, New York.

Otsego County
- The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Otsego RA #12, Stand B-24 Site Preparation will not have a significant adverse environmental impact. The action involves an herbicide reduction of ferns, non-commercial tree species and undesirable low valued tree species to allow the natural regeneration of desired tree species such as sugar maple and black cherry. The action is to take place on five acres, presently occupied by stands of sugar maple, black cherry and beech. The impact on public health is minimal. Personnel will be equipped with safety equipment. Following label instructions for the application will minimize risk. The project is located on Otsego Reforestation Area # 12, Stand B-24; approximately three miles east of Garrattsville, in the Town of New Lisbon, New York.

Schoharie County -
The Village of Middleburg Board of Trustees, as lead agency, has determined that the proposed Village of Middleburg Zoning Law Revisions will not have a significant adverse environmental impact. The action involves the proposal to simultaneously update and revise their zoning law. The project is located in Village of Middleburg, New York.
