Project Description:

The applicant requests a modification of the Title V Air Permit to remove original restrictions on auxiliary boiler use. The applicant has also applied for a Title IV permit, required under new regulations. The Department has made a tentative determination to approve the requests and a draft permit has been prepared.

The Saranac Power Partners, LP Facility consists of two General Electric Frame 7EA combustion gas turbines with a nominal electrical output of 80 MWe, each. Each turbine is equipped with a heat recovery steam generator (HRSG) with supplemental firing provided by duct burners. Steam generated by the HRSGs is passed through a single steam turbine (80 MWe, nominal). Electricity generated by the facility is sold to the grid. Low pressure steam exiting the steam turbine is passed through an air cooled condenser or, alternatively, is delivered to a neighboring industrial facility (Georgia Pacific) for process and/or heating use. The turbines and duct burners are fired exclusively on natural gas. Emissions controls include the use of dry low NOx burners in the gas turbines, and selective catalytic reduction (SCR) and a CO catalyst in the HRSGs.

The auxiliary boiler, used to provide steam to Georgia-Pacific, is capable of burning either natural gas or liquid propane gas, and utilizes low NOx burners for emissions control.

Emergency power capability is provided by two natural gas/liquid propane gas-fired standby generators (1500 kw each), a 1500 kw diesel-fired generator and a 400 kw diesel generator. Electricity generated by this equipment is used on-site.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. Comments and requests for a public hearing should be in writing and addressed to the Department representative listed below. State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Apr 10, 2009.

Project Description:

Proposed disturbance to 0.1 acre of Freshwater Wetland T-12 (Class II) and 1.07 acres of wetland adjacent area, associated with road and stormwater basin construction for the 81 lot Brookfield Place Planned Development District. The road would cross two small streams (Class C(TS)) with arch culverts. To mitigate wetland impacts, 0.5 acre of off-site wetland will be created at Waterford Nature Preserve (Town of Waterford). The project is located west of Harris Road and north of Guideboard Road, Town of Halfmoon.

SEQR Lead Agency: Halfmoon Town Board

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Comments on this project must be submitted in writing to the Contact Person no later than Mar 27, 2009.
