Project Title: New York State Department of Transportation, Region 2

Location: The NYS Route 30 bridge over the Sacandaga River in the Hamlet of Wells, New York.

Project Description: The project involves replacing the existing Warren Truss bridge carrying Route 30 over the Sacandaga River on a shifted alignment to the east to eliminate the deficiencies of the existing bridge (circa 1929) and improving all non-standard features. The project is located in a designated Recreational River area. The new bridge will replace a historic structure, therefore, mitigation for the impacts to cultural resources has been proposed as part of the project. Documentation of the existing structure will be recorded with New York State Archives and local repositories, there will be interpretive displays describing the historic structure to be removed, the new bridge has been designed to create a unique structure in the Town of Wells hamlet setting and monitoring of cultural resources will be undertaken during the construction project. The new bridge will be compliant with the Americans with Disabilities Act and improve sight distance at the Griffen Road and Route 30 intersection and beach access drive. The project will also relocate an existing water line within the right-of-way and overhead utilities in the immediate vicinity of the bridge will be placed underground. Approximately eight utility poles and related wires will be removed in the vicinity of the bridge. The sidewalks will be replaced to meet the new alignment and there will be approximately six new pedestrian/traffic light poles located along the west side of the bridge and Town Park. A landscaping plan will be undertaken as part of the project. The project involves unavoidable wetland impacts in the vicinity of the bridge and the wetland impacts will be mitigated by completing a wetland mitigation project off-site. Route 30 is a minor arterial on the surface transportation system. The project is scheduled for construction beginning in the spring of 2010.

Project Title: Mountain View Winery

Location: West side of Stewart Dam Road. The site is located in the Town of Corinth, New York.

Project Description: The project involves the establishment of agricultural service use, a winery, in a Rural Use area. Up to 1,000 gallons of wine will be made, stored and bottled in the existing buildings on the project site. All grapes and other products will be transported by the project sponsor. Final product will be sold though internet sales, to local wineries, restaurants and at local events. No sales or wine tasting to the public will take place on the project site. Future use of the project site may include a small area to cultivate grapes to be used for the production of a portion of the wine. Hours of operations will be on an as needed basis to produce the product.

Project Title: New York State Department of Transportation

Location: 3.8 mile section of NYS Route 9N in the Town of Bolton, New York from Mohican Road to the intersection of County Route 11.

Project Description: Resurface 3.8 miles of NYS Route 9N in Bolton Landing, including replacement of drainage structures and guide rail, the construction of 5,974 feet of new sidewalks, the construction of four gabion basket drainage structures and the re-lining of two existing 48 inch culverts. There will be minor temporary impacts to wetlands during the project and wetland impacts will be mitigated by complete restoration of the wetlands to pre-construction conditions. The project includes a landscaping plan.


Notice of Acceptance of Final EIS

Franklin County - The County of Franklin Solid Waste Management Authority, as lead agency, has accepted a Final Environmental Impact Statement on the Proposed Sanitary Landfill Expansion. The action involves the long-term expansion of the County of Franklin Solid Waste Management Authority's (CFSWMA) landfill including potential land acquisition of approximately 581 acres and the phased construction and operation of up to approximately 142 acres of double composite liner system plus the phased construction and operation of ancillary and support facilities such as stormwater ponds, leachate storage and conveyance facilities, pump stations, on-site perimeter roads, maintenance and equipment storage buildings, groundwater monitoring wells, landfill gas collection and control facilities, and fencing. The project is located on County Route 20 in the Towns of Westville and Constable, New York.
