Project Description:

The Department has received an application to extend the water supply and distribution system of the Livingston County Water & Sewer Authority and to increase the take for use therein of a supply of water up to 480,000 gallons per day from the Monroe County Water Authority's Lake Ontario source. This project includes service to the Village of Caledonia and lease of Caledonia Service Area 2A which includes Town of Caledonia Water District #1 (a/k/a Middle Road Water District), Lehigh Development (a/k/a Keenan Planned Development) and the Iroquois Mobile Home Park.

The Department has made a tentative determination to approve this application. As a tentative determination, the Department is seeking public comment prior to making a final decision on permit issuance.

Project Description:

The Department has made a tentative determination to issue a modification to Mizkan Americas, Inc. State Pollutant Discharge Elimination System (SPDES) permit which authorizes the discharge of process food waste water, cooling and boiler blowdown to lagoons and spray irrigation fields (outfall 001), and non-contact cooling water and stormwater to tributary Ontario 140 (outfall 002). The modification includes an increase in flow up to 0.019 million gallons per day (GPD) to outfall 001 and up to 1500 GPD of noncontact cooling water to outfall 002, and repiping of cooling blowdown to outfall 001. An additional lagoon and spray fields will be constructed adjacent to the lagoon and spray fields on West Ave at Marshall Road, due west of the vinegar plant on West Avenue. The new spray fields will use filter strips to enhance quality of stormwater runoff; new Best Management Practices will be added to the permit to reflect this practice. The applicant has evaluated and conducted mitigation for the endangered short-earred owl. In addition, the New York State Department of Environmental Conservation (NYSDEC) is pursuing a Department Initiated Modification (DIM) to the SPDES Permit (NY 000 0493, pursuant to 6 NYCRR Part 750-1.18, New York State's Environmental Benefit Permit Strategy (EBPS). The draft permit includes a Department initiated modification which includes adding Best Management Practices associated with industrial stormwater requirements. The draft permit and project files are available for review and comment at NYSDEC Region 8.

Project Description:

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY 010 7069), pursuant to 6 NYCRR Part 750-1.18, New York State's Environmental Benefit Permit Strategy (EBPS). The following changes to the permit are proposed:

The water quality limit for mercury has been revised to 50ng/l. Mercury Minimization Program requirements and Wet Testing requirements are included. As per 6NYCRR Part 704.2, maximum temperature limit of 70 degrees F has been added. A monitoring requirement for Boron has been added.

The modification also includes several other minor reporting modifications. The facility has surface discharge into Keuka Lake Outlet, a class C(T) water. DEC seeks comments on the proposed regulated activity prior to making a final decision on permit issuance.
