Project Description:

The Department is proposing to modify the SPDES permit for the Astoria Generating Station (Astoria). Astoria is four unit electric generating station with a total capacity of approximately 1300 MW. The four units all utilize a once-through cooling design and the facility has a combined flow of 1254 million gallons per day. The SPDES permit allows the withdrawal of water from the East River. The current SPDES permit requires the installation of variable speed pumps by the end of the permit term in 2012 in order to minimize impacts to aquatic species. The permittee has requested the current schedule be modified to allow the installation of all the variable speed pumps by 2013. In addition, the Department has added a requirement within the permit for the permittee to submit a plan and schedule to install a Ristroph modified screens and a fish return at three of the four units. The plan will also include a schedule to test the effectiveness of using fine mesh panels on a seasonal basis. The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY 003 3090), pursuant to 6 NYCRR Part 750-1.18, New York State's Environmental Benefit Permit Strategy (EBPS). The following changes to the permit are proposed:

Special conditions have been added to the permit to include, pre-conditions for resuming the wastewater discharge, discharge notification requirements, and industry best management practices.

The modification also includes several other minor reporting modifications. The facility has surface discharge into the Kill Van Kull, a class SD water. DEC seeks comments on the proposed regulated activity prior to making a final decision on permit issuance.
