Negative Declaration

Chautauqua County - The Dunkirk City School District, as lead agency, has determined that the proposed Dunkirk City School District EXCEL Capital Project will not have a significant adverse environmental impact. The action involves the proposed capital project at Schools 3, 4, 5, and 7, the Middle School, and the High School to consist of various reconstruction and expansion items, replacement, repair, renovation and building upgrade work, asbestos abatement, and site work including bus drop-off lanes, parking and athletic facilities' improvements. Most items qualify as EXCEL improvements (health/safety, accessibility, energy, physical expansion, education technology).

New classrooms will be added with small additions at all schools except the Middle School and School 7. Classrooms, cafeterias, and bathrooms will replace auditoriums at Schools 3, 4, 5. Improvements at the High School will include a health classroom; renovated/expanded gym with new flooring, bleachers, partition; new auxiliary gym; new and renovated locker rooms; storage; and an entry. A maintenance/athletic storage building also will be constructed at the High School. Replacement/upgrade work at the schools will include plumbing, electrical, mechanical / HVAC upgrades and replacement/repairs to windows, doors, roofs, masonry (including preservation work at School 7), ceilings, lighting, and flooring. The project also includes technology, media, security, emergency power, lighting, alarms, communication systems and accessibility (lift, elevator, entries, casework) improvements. Site work upgrades include reconstruction of parking areas at several schools, extended parking area at the High School, construction of bus drop-off lanes, and playground and athletic facilities' improvements (synthetic turf field, drainage system, upgrades to field lighting, resurfaced track, new softball field with fill, dugouts, fencing, scoreboard).

Positive Declaration and Public Scoping

Chautauqua County - The County of Chautauqua Industrial Development Agency, as lead agency, has determined that the proposed Ripley Interstate Site Development Project may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. A public scoping session will be held on February 26, 2009 at 11:00 a.m. at the Town of Ripley Town Hall, 1 Park Avenue, Ripley, NY 14775. The action involves acquiring several individually owned parcels of land encompassing approximately 170 acres and obtaining of all necessary approvals to develop land for a warehouse distribution center or light manufacturing/assembly facility; and granting of certain financial assistance including potential exemptions from sales taxes, real property transfer taxes, mortgage recording taxes and real estate taxes. The project is located in the vicinity of the intersection of Route 5 and Shortman Road in the Town of Ripley, New York.
