Project Description:

This application is to authorize Town of Herkimer Water District #3 which will service portions of Highland Ave., Steuben Hill Rd., McKennan Rd., Beardslee Ave. and Steuben Road. Water District #3 is an existing water district that was established in1974. The source of water will be purchased from the existing Village of Herkimer Water Supply System. The Village system consist of the Gravesville Reservoir on Mill Creek plus a well field. The applicant is requesting a taking of 30,000 gals/day.

SEQR Lead Agency: Herkimer Town Board

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Project Description:

This Department has received a request for a permit modification to operate air pollution sources and has drafted pursuant to Article 19 (Air Pollution Control) of the Environmental Conservation Law, a State Facility Permit Modification, for the facility located at Empire Aero Center Inc, City of Rome in Oneida County, New York. This facility is engaged in the maintenance, repair and overhaul of both commercial and military aircraft. The Standard Industrial Classification representative of this facility is 4581 (Airports, Flying Fields and Services). With respect to air pollution regulation, the activity of concern at EAC is both the partial and total painting of aircraft.
The original permit allowed for the operation of one hangar-sized aircraft paint booth (Emission Unit 2-BAY61), three vehicle-sized paint booths (Emission Unit 1-BTH01), and two fiberglass application booths (Emission Unit 3-COMP1).
This permit modification removes one fiberglass application booth from operation. The modification also restructures, realigns and redefines the fit of some permit conditions to the actual plant operations. Various emission caps and limitations were refitted and in some cases eased, based on sound engineering judgement. The modification is expected to more accurately regulate surface-coating operations at EAC.
The facility has capped potential Hazardous Air Pollutants (HAP) and Volatile Organic Compounds (VOC) at levels that are below major source thresholds.
The draft permit with all conditions is available for review in the Region 6 NYSDEC sub-office in Utica, NY.
