Project Description:

The Department has prepared a Draft Permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and Title V of the Federal Clean Air Act Amendments and made a tentative determination to issue a renewal to the Title V Permit for Russin. Russin Lumber Corporation, located at 160 Bracken Road within the town of Montgomery, operates a wood coating process for exterior siding materials. The facility is permitted to operate two vacuum coaters, a denniber, two drying ovens and three brush coaters (one brush coater has not been installed). The two vacuum coaters apply very low to zero VOC coatings to boards which are processed through the two drying ovens to aid curing.

The brush coaters apply primarily semi-transparent and opaque stains to the wood products. These coatings contain higher amounts of VOC and account for the majority of VOC emissions. Drying ovens are not used for these emission sources.

Each coating operation at the facility are subject to the VOC control limit specifed by 6 NYCRR Part 228. Facility emissions of VOC exceed major stationary source status subjecting the facility to Title V permitting.

The Standard Industrial Classification representative of this facility is 2499-Wood Products.

By acceptance of this permit, the permittee agrees that the permit is contingent upon strict compliance with the ECL, all applicable regulations, the General Conditions specified and any Special Conditions included as part of this permit.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Project Description:

The applicant proposes to perform grading and construct two stormwater detention basins with rip-rap outfalls located partially within the 100 foot adjacent area of Freshwater Wetland TH-21(Class II), and construct a temporary access roadway across a portion of the wetland and its 100 foot adjacent area in conjunction with the construction of a forty-six (46) lot residential subdivision, the Weinberger Subdivision, on an 84+acre parcel. The total area of temporary disturbance to the wetland is 0.02-acre; the total area of disturbance to the adjacent area of the wetland is 1.33 acre, and includes 0.12-acre of temporary disturbance for construction of the access road. The project is located on the south side of Grandview Avenue, west of Martha Road in the Village of Montebello, Rockland County.

Project Description:

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY 000 4588), pursuant to 6 NYCRR Part 750-1.18, New York State's Environmental Benefit Permit Strategy (EBPS). The following changes to the permit are proposed:

Development and implementation of a stormwater pollution prevention plan (SWPPP) has been added to address stormwater discharge management. Stormwater sampling and analysis has been added to assess the effectiveness of the SWPPP. Based on a conservative dilution factor of 10:1 for the wastewater in the receiving water, monitoring of zinc and copper has been added and no monitoring for lead.

The modification also includes several other minor reporting modifications. The Facility has surface discharge into the Eastchester Creek, a class SB water. DEC seeks comments on the proposed regulated activity prior to making a final decision on permit issuance.
