Project Description:

The Department has made a tentative determination to renew an existing SPDES permit (SPDES # NY024 9874) with subsurface discharge of approximately 6,000 gallons per day (gpd) via three separate outfalls at an existing shopping center, the Manchester Plaza. As the shopping center includes an existing laudromat, the permit is also being modified to reflect this existing industrial discharge, which may contain various detergents, from the existing laundromat. The modified permit will include new effluent limits and monitoring requirements for pH, oil and grease, foaming agents, and total suspended solids (TSS) to conform with current DEC requirements regarding discharges from laundromats, Guidance Package for Coin Operated Laundry Equipment. Outfall Nos. 001 and 003 will only discharge sanitary wastewater to an on-site septic system (1907 gpd and 691 gpd, respectively). Outfall No. 002, which contains wastewater from the laudromat, will discharge a total of 3,000 gpd to an on-site septic system following treatment via a lint trap. There will be no new construction and no increase in volume of the three (3) discharges associated with this permit as a result of the permit modification. A draft permit is available for inspection and comment at the regional office.

Project Description:

The Department has prepared a Draft Permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and Title V of the Federal Clean Air Act Amendments and made a tentative determination to issue a renewal for Algonquin Gas Transmission Company for their Title V Air Facility Permit for the operation of the Algonquin Gas Southeast Compressor Station.

The Algonquin Gas Southeast Station is a compressor station for the transmission of natural gas located in the City of Brewster, Putnam County, New York. This natural gas compressor station is one of many that span the nationwide pipeline grid that provides the necessary pressure increase to maintain flow of natural gas. The facility is permitted to operate five turbines (two 47.29 MMBtu/hr Solar Centaur 40-4700 turbines, one 98.61 MMBtu/hr Solar Taurus 70-10300 turbine, one 73.28 MMBtu/hr Solar Taurus 60-7800 turbine and one 108.08 MMBtu/hr Solar Mars 90-12000 turbine). Also on site is an exempt boiler (< 10 mmBTU/hr) and an exempt generator used less than 500 hours annually. All turbines utilize pipeline natural gas as fuel. The most recent addition of two turbines have a combined capped limit of no more then 34.3 tons NOx emitted annually to avoid PSD/NSR review. The facility is subject to the monitoring and recordkeeping requirements of 40 CFR Part 60 Subpart GG and Subpart KKKK - Standards of Performance for Stationary Gas Turbines and Reasonably Available Control Technology requirements under 6NYCRR Part 227-2. While 6 NYCRR Subpart 227-2.4(e) is applicable, more stringent NSPS limits for NOx apply in accordance with 40 CFR 60 Subpart KKKK for emission unit T-00004. By acceptance of this permit, the permittee agrees that the permit is contingent upon strict compliance with the ECL, all applicable regulations, the General Conditions specified and any Special Conditions included as part of this permit.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Project Description:

The applicant proposes to reconstruct a paved parking lot at the Croton-Harmon Train Station, located partially within Freshwater Wetland H-3 (Class I) and its 100 foot adjacent area, including addition of fill to raise the elevation of the parking area approximately 18 inches, construction of two new stormwater outfalls and reconstruction of two existing stormwater outfalls, removal of existing jersey barriers and construction of 1170 linear feet of new gabion wall, installation of new guide rail, and repavement of the parking lot. All construction will take place within the footprint of the existing parking lot. The total area of disturbance to the wetland is 0.36-acre; the total area of disturbance to the adjacent area of the wetland is 2.97-acre. The project is located on the south side of Croton Point Avenue and west of NYS Route 9A in the Village of Croton-on-Hudson, Westchester County.
