The applicant proposes the cleanup of hazardous and toxic waste including landfill capping and stabilization of landfill edges. Proposed work includes placement and removal of the following; Landfill Edges - fill 29,850 cubic yards of stone and 3,750 cubic yards of site soils/sand and 13,400 cubic yards removed. Tidal Pond Area - fill 24,200 cubic yards soil and 3,600 cubic yards of borrow soil and 200 cubic yards removed. Pond Shoreline and Tidal Wetlands - fill 300 cubic yards site soil and 1,200 cubic yards of borrow soil and 1,000 cubic yards removed. Mitigation Outer Pier 1 - remove 17,100 cubic yards sand, 2,800 cubic yards stone and 400 cubic yards of debris. The project site is located Bush Terminal Landfill, Piers 1 - 4 , Block 75 - Lot 200, Marginal Street / 43rd Street, Brooklyn, New York.

Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue a Title V modification to include conditions of the recently promulgated regulations of 6 NYCRR Parts 243, 244 and 245. The facility is a 825,000 kw steam-electric power plant that consists of one 8,266 mmbtu/hr foster wheeler boiler,and one auxiliary 217 mmbtu/hr foster wheeler boiler. An "allocation" is a unit of pollution which is limited by a budget established by the regulations. This regulation requires facilities to obtain/possess at least as many "allocations" of sulfur dioxide (SO2) and oxides of nitrogen (NOx) as they emit into the atmosphere during a specified period of time.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue a Title V modification to include conditions of the recently promulgated regulations of 6 NYCRR Parts 243, 244 and 245. The facility consists of two GE S207FA combustion turbines, two unfired heat recovery steam generators (HRSGs), one steam turbine, and one diesel engine for emergency equipment. The plant has a nominal generating capacity of approx. 500 MW. An "allocation" is a unit of pollution which is limited by a budget established by the regulations. This regulation requires facilities to obtain/possess at least as many "allocations" of sulfur dioxide (SO2) and oxides of nitrogen (NOx) as they emit into the atmosphere during a specified period of time.

Project Description:

The Department has made a tentative determination to approve an Air State Facility permit for an existing dry cleaning facility. The facility is a perchloroethylene cleaner in a mixed-use commercial location operating four dry-to-dry fourth generation dry cleaning machines equipped with refrigerated condensers and carbon absorbers. The facility annual emissions are capped for HAPs at ten tons/yr. (for any individual HAP), and for perchloroethylene at 2,100 gpy. The facility is subject to the provisions of State Facility specified under 6 NYCRR Part 201-7.2.

The application, draft permit, relevant supporting materials and regulations are available for review during normal business hours at the DEC office provided in this notice. Comments of support or objection may be made by filing a written statement by the deadline date indicated. DEC may schedule a public hearing based upon an evaluation of the nature and scope of any written objections raised. Hearing notices will contain instructions on filing for party status and submitting comments.
