Project Description:

The proposal is for the construction of a three lane, cast in place public boat launch ramp within a 114' by 118' area, involving excavation of 549 cubic yards of materials from below the normal high water elevation of Lake Champlain, and placement of 110 yards of stone fill to protect the ramp structure from erosion. The project site has been extensively sampled for contamination from a former Manufactured Gas Plant Site on the Saranac River and any on-site contaminated materials excavated will be contained during construction and disposed of properly. A floating dock system would be included as part of the project. The proposed ramp is located in the vicinity of Dock Street on Cumberland Bay near the former D&H rail yard.

State Historic Preservation Act (SHPA) Determination:

A Structural-Archaeological Assessment Form has been completed. The proposed activity will not impact on registered, eligible or inventoried archaeological sites or historic structures.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Feb 20, 2009.

Project Description:

The applicant proposes to expand an existing 9-acre unconsolidated sand and gravel mine by 15.7 acres, for a total 24.7-acre Life of Mine. The mine is located on a 53.9-acre parcel of land. A total of 11.9 acres (2.9 new acres) will be affected in the next 5-year term. Material will be mined over a 65-year period. Mine operations will be seasonal (April 1 - Dec 15). Material will be processed by crushing and/or screening equipment. The mine will be reclaimed to an open meadow and forested condition. The mine is located on Hale Hill Road, approx. 1/2 mile west of US Route 9 (AKA: Allen Rogers Pit). This application is also under review by the Adirondack Park Agency, #2008-286.
