Project Description:

The applicant proposes to construct a 10 foot by 20 foot, nine-space asphalt parking area within the 100 foot wide Adjacent Area of New York State regulated Freshwater Wetland HP-7 (Class 2). The project site is located at the existing Deerview Deli between NYS Route 9G to the east and Crum Elbow Creek [Water Index #H-124, Class A(T)] to the west, just north of North Cross Road. The project includes installation of a 6 foot high vinyl fence along the westerly limit of disturbance as a physical barrier to prevent further encroachment toward the wetland and a grassed filter strip between the fence and the parking area for a total proposed disturbance of 6,314 square feet to the Adjacent Area of Freshwater Wetland HP-7. There will be no disturbance to the Crum Elbow Creek.

Project Description:

The applicant proposes to construct a number of improvements to an existing water supply system at Bear Mountain State Park, including the dredging of a total of 1700 cubic yards of sediment from within Queensboro Reservoir (Class A) and a backwash lagoon associated with the water treatment plant (WTP), construction of a total of 39,225 linear feet of new and replacement water main (10" diameter maximum), a portion of which is located within the 100 foot adjacent area of Freshwater Wetland PK-1 (Class I), including the extension of new water mains for fire fighting purposes. A total area of 22,914 square feet (0.52-acre) will be hydraulically dredged. Dredge spoils will be disposed of on-site and will be vegetatively stabilized within an upland area adjacent to the reservoir. The total area of disturbance to the adjacent area of the wetland is 0.023-acre; no disturbance is proposed within Freshwater Wetland PK-1. The project is located entirely within Bear Mountain State Park. New and replacement water mains will generally follow the alignment of the Palisades Interstate Parkway, from the eastern terminus of Queensboro Lake, eastward to the vicinity of Hessian Lake in the Town of Highlands, Orange County.

State Environmental Quality Review (SEQR) Determination:

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

The applicant proposes to repair a 150 linear feet section of stream bank along Basket Creek (Waters Index No. D-59; Class C[t]), by skimming approximately 130 cubic yards from an upstream gravel deposit, placing the gravel to reshape the failed bank, and installing a large flow deflector rock and heavy rock rip rap to secure the restored bank.
