Shandaken Tunnel Outlet SPDES Permit General Meeting - February 24, 2009

The New York City Department of Environmental Protection (NYC DEP) hereby gives notice that a meeting will be held from 1:00 p.m. to 3:00 p.m., on Tuesday, February 24, 2009, at the Catskill Mountain Foundation, Route 23A, Hunter, New York.

The meeting is being held in accordance with State Pollutant Discharge Elimination System (SPDES) Discharge Permit No. NY 026 8151, for the Shandaken Tunnel Outlet. NYC DEP will discuss the progress of several projects in the Catskill watershed region. Public input is welcome.

The meeting is open to the public.

Negative Declaration

Dutchess County - The Town of Hyde Park Planning Board, as lead agency, has determined that the proposed Hess Station 32363 will not have a significant adverse environmental impact. The action involves the proposal to demolish an existing gas station control booth, storage building, canopy and four fuel pumps to construct a 1,660 square foot Hess Express convenience store, relocate and expand the number of fueling pumps to 6 (12 fueling stations), construct a new canopy and make other associated site alterations. The site is comprised of approximately 1.44 acres in the Neighborhood Business District. The project is located at 3694 Albany Post Road in the Town of Hyde Park, New York.

Rockland County - The Town Board of the Town of Stony Point, as lead agency, has determined that the proposed Stony Point Police Antenna will not have a significant adverse environmental impact. The action involves the installation of a an antenna on an existing cell tower. The project is located on the West Tower off Route 9W in the Town of Stony Point, New York.

Positive Declaration and Public Scoping

Dutchess County - The Town of Hyde Park Planning Board, as lead agency, has determined that the proposed Vanderbilt Gardens may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. A public scoping session will be held on February 18, 2009 at 7:00 p.m. at the Town of Hyde Park Town Hall. The action involves the development of a 70 lot average density subdivision involving three (3) contiguous vacant lots totaling 199.66 acres located in the Greenbelt Zoning District. The property contains both federal and New York State protected wetlands. The development is proposed to be served by town roads that will be provided by the Dutchess County Water and Wastewater Authority and wastewater will be handled by a private wastewater treatment facility. The project is located at 4624 Albany Post Road (Route 9) in Hyde Park, New York.

Orange County - The Village of Walden Planning Board, as lead agency, has determined that the proposed The Overlook at Kidd Farm may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. Written comments on the draft scope will be accepted until March 2, 2009. A public scoping session will be held on February 18, 2009 at 7:30 p.m. at the Village of Walden Village Hall. The action involves the subdivision of 37.37 acres into a 204 town house development with one existing home and a 4 lot commercial subdivision. The project is located on NYS Route 208 and Coldenham Road in the Village of Walden, New York.

Sullivan County - The Mamakating Planning Board, as lead agency, has determined that the proposed Seven Peaks at Mountain Road may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. A public scoping session will be held on February 24, 2009 at 7:00 p.m. at the Town Mamakating Town Hall, 2948 Route 209, Wurtsboro, NY 12790. The action involves a 49 lot subdivision on a 653.41 acre site. The project is located on the north side of Upper Road (CR 65) and Mountain Road in the Town of Mamakating, New York.
