Project Description:

The NYS Department of Environmental Conservation has made a tentative determination to approve modification of an existing State Pollutant Discharge Elimination System (SPDES) Permit for Utica Holding Company's facility located at 2200 Bleecker St., Town of Frankfort, New York. The modification includes adding outfall 03B which will discharge leachate from the soil containment cell within the Remedial Action Facility. This effluent currently is sent to a waste water treatment facility but monitoring has reveled that it meets surface water discharge standards. The discharge volume for this new outfall is anticipated to be 8 gallons per day.The new outfall will discharge to a unnumbered tributary of the Mohawk River, a class "C" watercourse.
A draft permit is available for inspection and comment at the Region 6 suboffice located at 207 Genesee St., Utica, New York. Refer to this application by the application number listed above and SPDES number NY0257087.

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY 000 0957), pursuant to 6 NYCRR Part 750-1.18, New York State's Environmental Benefit Permit Strategy (EBPS). The following changes to the permit are proposed:

The name of the permittee and facility has been changed from Knowlton Speciality Paper Inc to Knowlton Technologies LLC. Daily average monitoring has been added for Temperature, Biochemical Oxygen Demand 5, Total Suspended Solids and Settleable Solids. Daily maximum limit has been added for Total Chlorine Residual. Action levels for total Copper, Lead and Nickel have been removed because they have not been consistently detected. Daily maximum monitoring has been added for chloroform. Footnotes 1 - 4 have been removed due to updated technology and permit format. Water Treatment Chemical Requirement has been added. Industrial Best Management Practices has been added.

The modification also includes several other minor reporting modifications. The Facility has surface discharge into the Black River, a class C water. DEC seeks comments on the proposed regulated activity prior to making a final decision on permit issuance.

Schedule of Compliance for Silver and Chemical Oxygen Demand has been added because these pollutants have been detected during sample test for application. Industrial Best Management Practices has been added.
