Project Description:

The Department has made a tentative determination to approve a Department and permittee initiated modification of an existing SPDES permit pursuant to 6 NYCRR Part 750-1.18, the Environmental Benefit Permit Strategy (EBPS) and a permittee request for discharge of treated wastewater into the East River (Class I) from the facility located at 514 East 60th Street, New York, NY 10022 where the applicant operates a Steam Plant. Compared to the existing permit that this modified permit will replace, the following significant changes are proposed: Changing the pH and temperature monitoring requirement from grab samples to continuous monitoring and adding sampling requirements for total mercury.

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The applicant proposes to rehabilitate and protect timber structures that directly or indirectly support the FDR Drive from east 15th to East 96th Streets in the East River, Manhattan, repair and protect underwater timber structures that support the Carroll Street Bridge in Brooklyn and repair and protect timber structures that support the Ocean Avenue Bridge in Brooklyn. The proposed work include pile barrier wrapping, concrete encasement (pile jacketing), suction dredging, placement of lightweight concrete fill, timber pile posting, pile cap encapsulation, timber wale replacement, bracing replacement, repairs to sheet pile cutoff wall, timber removal, debris removal, installation of additional two-way bracing, spall repair, pile replacement to mudline, timber fascia encapsulation, bracing replacement and superstructure timber replacement.
