Shandaken Tunnel Outlet SPDES Permit General Meeting - February 24, 2009

The New York City Department of Environmental Protection (NYC DEP) hereby gives notice that a meeting will be held from 1:00 p.m. to 3:00 p.m., on Tuesday, February 24, 2009, at the Catskill Mountain Foundation, Route 23A, Hunter NY.

The meeting is being held in accordance with State Pollutant Discharge Elimination System (SPDES) Discharge Permit No. NY 026 8151, for the Shandaken Tunnel Outlet. NYC DEP will discuss the progress of several projects in the Catskill watershed region. Public input is welcome.

The meeting is open to the public.

Negative Declaration

Dutchess County - The Planning Board of the Town of Dover, as lead agency, has determined that the proposed Chippawalla Subdivision will not have a significant adverse environmental impact. The action involves a proposed subdivision of a 223.47 acre lot into 2 lots. Lot 1 will consist of 123.47 acres on the north side of Ridge Road and Lot 2 will consist of 100 acres on the south side of Ridge Road. The project is located on Ridge Road in Dover Plains, Town of Dover, New York.

Dutchess County - The Planning Board of the Town of Dover, as lead agency, has determined that the proposed Ketcham's Corner Master Plan, Site Plan Amendment and Subdivision will not have a significant adverse environmental impact. The action involves a commercial prperty located in the Hamlet Mixed Use District. The project site is comprised of 2 building lots totaling 2.055 acres. These lots will be consolidated as part of the proposed action. The applicant has prepared a master plan for the project site which proposes residential dwelling units above retail space in an existing commercial building, and the addition of a three story 8,400 square foot mixed use building. The proposed project would be developed in two phases. Phase I would consist of the new residential units within the existing building and related site improvements, including landscaping. Phase II comprises the construction of the new commercial building and corresponding site improvements. Phase I is currently before the Planning Board for site plan approval. Once Phase I is completed, the applicant shall return to the Planning Board for Phase II site plan review and approval. The project is located at 3156 Route 22 in Dover Plains, Town of Dover, New York.

Dutchess County - The Planning Board of the Town of Dover, as lead agency, has determined that the proposed Robb Turner Erosion and Sediment Control Permit will not have a significant adverse environmental impact. The action involves the construction of a single family residence, guest house, barn, stables, paddocks, driveways, and other associated site improvements. The site is comprised of approximately 512 acres, 485 of which are forested. The project is located at McCourt Road, Corbin Road and Ridge Road in the Town of Dover, New York.

Orange County - The Town Board of the Town of Newburgh, as lead agency, has determined that the proposed Town of Newburgh Local Law Amending Zoning Map for B and IB Zones and Zoning Code for Veterinarian Offices will not have a significant adverse environmental impact. The action involves the adoption of a local law which adds certain properties in the vicinity of the northeast corner of the intersection of NYS Route 17K and Fletcher Drive which are presently residentially zoned to the B Business District and certain other adjoining properties fronting on NYS Route 17K to the IB District. The local law also adds a definition of veterinarian offices to the Zoning Code, adds veterinarian offices as a permitted principal use subject to site plan review by the Planning Board to the B District together with applicable bulk area, yard, height and coverage requirements, and amends the specific Zoning Code regulations applicable to veterinarian offices. The local law includes a specific prohibition on veterinarian office uses in districts other than B and AR. The project is located on Route 17K and Fletcher Drive in Newburgh, New York.

Notice of Acceptance of Final GEIS

Orange County - The Town of Goshen Town Board, as lead agency, has accepted a Final Generic Environmental Impact Statement on the proposed Town of Goshen Comprehensive Plan Update, Zoning Map and Zoning Code Amendments. Copies of the FGEIS is available at the following:

The action involves the revision of the existing 2004 Comprehensive Plan, Zoning Map and Zoning Code of the Town to reflect a more balanced, cohesive community, making efficient use of the Town's land and natural resources. The project is located townwide in the Town of Goshen, New York.

Ulster County - The Town of Ulster Planning Board, as lead agency, has accepted a Final Environmental Impact Statement on the proposed Ulster Manor. The action includes the Subdivision, Special Permit and Site Plan applications for 128 townhome units on an approximately 48 acre property. All units will be attached 2 bedroom townhouses. The development will be served by municipal sanitary disposal system and water supply system. The project is located on Memorial Drive, east of Route 9W in Ulster, New York.
