Pursuant to Article 9, Title 17 of the Environmental Conservation Law, the New York State Department of Environmental Conservation (NYS DEC) hereby gives notice of the following:

Notice of Auction

On March 18, 2009 the New York State Energy Research and Development Authority (NYSERDA) will be participating in a regional auction for the sale of carbon dioxide allowances under the Regional Greenhouse Gas Initiative (RGGI) in accordance with the CO2 Allowance Auction Program (Title 21 NYCRR Part 507). The auction will be conducted on March 18, 2009, from 9 a.m. ET until 1 p.m. ET. In this auction, NYSERDA will be making available for sale 12,422,161 allowances from the 2009 Allocation Year, and 776,385 allowances from the 2012 Allocation Year. All parties are eligible to participate in this auction provided they become qualified and meet all other participation requirements.

Applications for participation are due January 29, 2009.

Meeting Notice


The public is invited to a series of meetings about the effects of sea level rise and development of recommendations for adapting to rising sea levels.

The meetings are intended to provide an opportunity for interested members of the public to provide input to the work plan for the task force and various associated work groups. They will consist of an informal open house, followed by staff presentations and opportunity for public comment. The open house will include exhibits related to various aspects of climate change and sea level rise. Agency staff will be available to explain the exhibits, answer questions and hear any comments that participants may have. Opportunity for participants to ask questions and provide comments will follow the presentations.

The State Legislature established the State Sea Level Rise Task Force in 2007 and charged it with making recommendations to protect New York's coastal ecosystems and natural habitats, and to increase coastal community resilience in the face of sea level rise.

The task force is composed of state agencies, local governments, not-for-profit groups and private citizens appointed by elected officials. DEC Commissioner Pete Grannis serves as chair of the task force.
