The Department has made a tentative determination to renew, and, in accordance with its Environmental Benefit Permit Strategy, to modify the State Pollutant Discharge Elimination System (SPDES) permit for the Village of Champlain Waste Water Treatment Plant. The existing permitted facility has a design flow discharge of 0.65 million gallons per day of treated wastewater to the Great Chazy River, a Class C waterbody, from a secondary treatment plant located at River Street in the Village of Champlain. The permit modifications include: 1) addition of a more stringent phosphorus limit of 3.45 lbs per day, 12 month rolling average, 2) increased sampling frequency for phosphorus from once per month to twice per month, 3) removal of all toxic parameters from the permit since all industrial users have closed and no longer discharge to the WWTP and sampling for the last five years has not identified any toxic parameters of concern, 4) deletion of the requirement for the WWTP to implement a mini pre-treatment program since all industrial users have closed and no longer discharge to the WWTP. State Environmental Quality Review (SEQR) Determination:
Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.
SEQR Lead Agency: None Designated
State Historic Preservation Act (SHPA) Determination:
The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment:
Comments on this project must be submitted in writing to the Contact Person no later than Feb 13, 2009.
