Project Description:

The applicant proposes to improve the existing public waterfront park and ferry slip. The plan proposes to remove the existing deteriorated wood bulkhead and install new bulkhead with habitat rock placed along the base of the bulkhead; installation of "soft shoreline" stabilization within the intertidal area along the proposed bulkhead; installation of seasonal piers for mooring; installation of a dry hydrant, as well as public amenities such as benches, lighting and landscaping. No dredging is proposed.
The project is located along the Hudson River at Water Street in the Village of Athens, Greene County.

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. The report of the survey is on file. No archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Project Description:

The applicant proposes to discharge 11,630 gpd of treated sanitary wastewater to a septic system from the existing Sportstar Academy, located on Ingalside Road in the town of Greenville. The Department has made a tentative determination to issue a permit for a State Pollutant Discharge Elimination System (SPDES) permit under Article 17 of the Environmental Conservation Law. This tentative determination indicates that the discharge regulated under this statute is considered to satisfy regulatory standards for permit issuance, based on information available to the Department at this time. As a tentative determination, the Department seeks comments on the proposed regulated activity prior to making a final decision on permit issuance. As such, this tentative determination does no signify department approval for, or endorsement of, the activity for which a permit is sought or for the overall project. A draft permit is available for inspection and comment at the Region 4 Office.

Project Description:

Applicant proposes to renew and modify the permit for an existing 12.84 acre sand and gravel mine. Applicant is requesting authorization for on-site processing of excavated materials. The use of crushing and screening equipment was referenced in prior application documents but was not referenced in previous permits. The equipment has been in use at the site for many years. Approximately 9,000 cubic yards of materials are screened and 10,000 cubic yards of materials are crushed annually. No other changes in the method or intensity of mining are proposed. The mine is located on County Route 18, Town of Butternuts, Otsego County, New York.
