The applicant proposes to reconstruct a two-mile-long section of the waterfront of lower Manhattan along the East River from the Battery Maritime Building to Pier 35. The project includes the following elements:

• A new, 1100-foot-long section of pedestrian walkway and bicycle pathway between the Battery Maritime Building and Old Slip; portions of this esplanade protrude over water a maximum of 16 feet, 2 inches

• Three "look out" structures to facilitate visual access to the water, with associated bulkhead reconstruction, at Wall Street, Pike Slip and Rutgers Slip

• Reconstruction of Pier 15

• Reconstruction of Pier 35
