Project Description:

The Department has prepared a draft permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law and made a tentative decision to approve an application for an Air State Facility Permit for Impress USA Inc's can end production facility located at the 379 Corporate Parkway the Town of Conklin. The facility will include five (5) can end forming and score repair lines and associated drying ovens, a regenerative thermal oxidizer for emissions control, and a coatings room. The can end production process involves five basic steps: manufacture of a shell, application of liner compound to the shell, conversion of the shell to an easy open can end by attachment of a pull tab and creating a score, repairing the score, and bagging the can end. The draft permit includes a facility-wide federally enforceable emissions caps to keep total facility emissions of volatile organic compounds and hazardous air pollutants below the major source thresholds for these pollutants of 50 tons per year and 25 tons per year respectively. The facility is required to track emissions on a monthly basis and include a summary of annual emissions to the Department in the facility's annual capping certification report.

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Project Description:

Proposed modifications to the Broome County Landfill permit include design changes to the access to Section IV of the landfill which was the subject of a Supplemental Environmental Impact Statement (SEIS) that was finalized in December 2007. The access design was originally an at-grade entrance into Section IV. The SEIS evaluated alternatives including an overpass/underpass on Dunham Hill Road, a driveway off Dunham Hill Road with a queuing area for trucks, a scale house, inbound and outbound scales, customer convenience area for refuse disposal, a recycling drop-off area and an area for development of supplemental processing within the current property boundary. The result of the SEIS is an at-grade entrance with a realignment of Knapp Road and changes to the line-of-sight on Dunham Hill Road at the point of the entrance. Other proposed changes to the permit include consolidating the separately issued Household Hazardous Waste Permit in its entirety into the landfill permit. In addition, the permittee proposes to eliminate an outdated monitoring requirement.

The Department has prepared a draft permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law and made a tentative determination to issue a New Air State Facility Permit for Upsco Inc.'s new facility located at 67 Central St., Moravia, NY. The facility manufactures and distributes products related to the utility industry. They operate two (2) spray booths and use electrostatic technology in combination with high volume low pressure (HVLP) spray equipment to apply coatings to metal parts. Metal parts are received at this facility de-greased and are ready to spray. The draft permit includes facility-wide federally enforceable emission caps to keep total facility emissions of volatile organic compounds and hazardous air pollutants below Title V major source thresholds, and below the applicability threshold of 6 NYCRR 228, Surface Coating Processes. Emissions and facility operating parameters are required to be determined on a monthly basis and reported to the Department in the facility's annual capping certification report.
