Project Description:

The Department has prepared draft SPDES and Air permits for the facility and has made a tentative determination to issue permits for the facility. The SPDES permit involves the discharge of variable amounts of stormwater through an existing drainage system to Pikes Creek. The Air State Facility (ASF) permit requires pollution control equipment for five air emission points associated with site operations. The ASF permit would be considered minor, however, it is processed as major because it was submitted simultaneously with the SPDES permit. Draft permits are available for public review.

The project involves operation of a facility to produce carbon and graphite engineered materials. Facility operations will be conducted in existing buildings on approximately one third of the former SGL Carbon site. No outside operations or storage of materials is proposed. The production process involves the carbonization of rayon and graphite materials which require heat treating in furnaces. The rayon will be fired in several furnaces to graphitize/carbonize the material. This material will then be sold as an end product or be processed further. The further processing includes mixing the graphitized/carbonized material with liquid ingredients in a large mix tank. The contents are then poured into a mold and fired in furnaces to dry and harden the material. The final product is a rigid fiber board.

The facility is proposed to be located at 6100 Niagara Falls Boulevard in the City of Niagara Falls. No new structures or buildings will be constructed.

This project is subject to the Department's Environmental Justice Policy and an enhanced public participation plan has been prepared and accepted as a component of application completeness. Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.

The applicant proposes to install two 36 inch steel culvert pipes at an existing private agricultural crossing in State regulated Freshwater Wetland WY-12 to accommodate agricultural equipment and better protect water quality. The project location is approximately 1,300 feet east of Fox Road at Tributary 29 of Oatka Creek.
