Project Description:

The applicant proposes to develop and operate a 16.7 acre surface sand and gravel mine within a 33.4 acre parcel south of Taylor Settlement. The project site is the Raymond Towles property west of County Route 91, approximately 1,000 feet south of the intersection of County Route 91 and Dixon road. It is approximately four miles southwest of Adams. The mine is intended to operate as a traditional surface extraction of the Arkport series of sandy loams which is the predominate soil type on the site. Mining is proposed for above the local water table. Excavation will be done by mechanical equipment, standard for sand and gravel mining operations, and for removal of material above the local water table. Mining is proposed to remove approximately 30,000 cubic yards per year of sand and gravel over the estimated 5 year operational life of the mine. Material will be stockpiled as unprocessed "runofbank", or processed with portable screens and crushers. Maximum processing rates for the screen and crushing operations will not exceed 150 tonsperhour (TPH). Final reclamation will restore the site to +/16 acres of land for agricultural use. The reviewed life of mine area is 16.7 (LOM) acres.

State Historic Preservation Act (SHPA) Determination:

A Structural-Archaeological Assessment Form has been completed. The proposed activity will not impact on registered, eligible or inventoried archaeological sites or historic structures.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The Griffiss Central Heat Plant which is owned and operated by the Griffiss Utility Serivces Corporation provides electricity and heat to the Griffiss Business and Technology Park. The existing plant equipment includes two natural gas or oil fired boiler. The proposed replacement equipment that will be utilized includes two 85 mmbtu/hr gasifers and two heat recovery steam generators. The facility is subject to Title V and is major for nitrogen oxides and carbon monoxide.

In accordance with 6NYCRR Parts 621.7(d)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. The Draft Permit and Permit Review Report may be viewed and printed from the Department web site at: http://www.dec.ny.gov/chemical/32249.html.

DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. Comments and requests for a public hearing should be in writing and addressed to the Department representative listed below. Project Description:

A private road reconstruction is proposed in a class III wetland (ND-7). The project involves the resurfacing of a 250 foot long 10 foot wide section of existing roadway with approximately 250-300 cubic yards of clean gravel. Two 18" by 20' round pipe culverts will be installed to equalize water levels on either side of the road. Silt fence will be installed to maintain water quality.
