Project Description:

The Department of Environmental Conservation (DEC) has received a request for a modification to the State Pollutant Discharge Elimination System (SPDES) # NY 002 0567. The following changes are proposed:

The compliance schedule due date for submission of the engineering evaluation report to achieve the effluent limits for ammonia and TRC has been extended 12 months. After DEC approval of the engineering report, submission of the schedule of construction will be extended for 12 months. The schedule will prioritize the construction of the disinfection system upgrade. The complete construction deadline has been adjusted to the effective date of the permit modification plus 8 years. The due date for the short-term high-intensity monitoring program submission of results will be extended to 2/20/09. The permittee will be required to submit an annual progress report summarizing actions taken to improve the City's collection system. Therefore, the development of an infiltration and inflow reduction program has been removed but the annual report remains in the Collection System Monitoring and Maintenance program requirement in the compliance schedule.

DEC seeks comments on the proposed regulated activity prior to making a final decision on permit issuance.

Project Description:

The New York State Department of Environmental Conservation (NYSDEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY 002-0061), pursuant to 6 NYCRR Part 750-1.18, New York State's Environmental Benefit Permit Strategy (EBPS). The following changes to the permit are proposed:

Development and implementation of a stormwater pollution prevention plan has been added. A low priority mercury minimization program has been added. The total nitrogen limit has been changed to seasonal water quality based limits and an interim limit shall be effective until the treatment system is upgraded to meet the final effluent limit. Monitoring for phosphorous and orthophosphorous has been added. A short term, high intensity monitoring schedule for zinc has been added. Mass limits for biochemical oxygen demand and total suspended solids were rounded to two significant figures in accordance with DEC guidance. Toxicity testing requirements and a toxicity testing footnote have been added.

The modification also includes several other minor reporting modifications. The facility has surface discharge into the Peconic River, a class SC water. DEC seeks comments on the proposed regulated activity prior to making a final decision on permit issuance.

Project Description:

The applicant proposes to conduct seasonal beach grooming, cleaning and maintenance activities on the unvegetated portions of managed recreational beaches in the Long Island region. Certain beaches contain potential and/or historical nesting habitat for endangered bird species which will be protected by permit conditions and environmental monitoring requirements. The project is located at the following 17 state parks in Nassau and Suffolk county: Sunken Meadow, Amsterdam Beach, Camp Hero, Captree, Caumsett, Cedar Bar, Gilgo, Heckscher, Hither Hills, Jamesport, Jones Beach, Montauk, Napeague, Orient Point, Robert Moses, Shadmoor, and Wildwood.
