Project Description:

The applicant has submitted a water supply application for the formation of Water District No. 3, which would supply water to 74 single family residences, 65 businesses, 2 farms, 3 mobile home parks, and 7 vacant parcels. The water supply system would provide potable water from the water treatment facility in the Village of Sackets Harbor, for the area including: NYS Route 3 from the Village to Wescott Beach State Park, County Route 75, County Route 175, Ridge Road and Chestnut Ridge Road. Approximately 14,000 lineal feet of 8" ductile iron water mains, 16,800 lineal feet of 10" ductile iron water mains, 18,500 lineal feet of 3/4" service laterals, 7,200 lineal feet of 2" water pipe and fittings, pump station, gate valves, valve boxes, curb stops assemblies, corporation stop assemblies, water meters and meter setting pit and hydrant assemblies would be installed.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: Hounsfield Town Board

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. The report of the survey is on file. No archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Dec 05, 2008.

Project Description:

The applicant has applied for a water supply permit for the existing Village water service system that does not have valid department water supply permit. Obtaining a permit will bring the Village into compliance with regulation and allow the Village to explore extending water service to other service areas and to the Village of Theresa. The present water service system is comprised of a spring providing groundwater to the Village, where water is pumped to a 300,000 gallon water storage tank. The current average daily water use is approximately 155,000 gallons per day, with the ability to produce approximately 405,000 gallons per day.

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:
