Project Description:

The Department has prepared a draft permit and has made a tentative determination to approve this application to renew this facility's Title V permit for 5 more years. The facility is an existing municipal electric power generating facility consisting of four diesel engines and one package boiler (one of the diesel engines is used for emergency backup). The facility can generate up to 8.5MW of electric power during normal operation.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. Project Description:

The Department has made a tentative determination to approve a modification to the State Pollutant Discharge Elimination System (SPDES) permit for the National Grid E.F. Barrett Power Station. This SPDES permit authorizes the discharge of non-contact cooling water, treated wastewater, boiler blowdown, storm water, and sanitary wastewater to Barnum's Channel and groundwater.

National Grid has proposed to modify the existing SPDES Permit to include a continuous discharge of 50,400 gallons per day from the reverse osmosis (RO) treatment system to the existing discharge outfall 003 which is currently permitted to discharge stormwater from roof and yard drains and an alternate discharge of RO system blowdown. The RO system is used to treat water from the municipal water supply for use as make-up water in the power station boilers. No changes to the existing discharge limits or monitoring frequencies are proposed.

The E.F. Barrett Power Station is located on McCarthy Road, south of Barnum's Channel and west of Long Beach Road, Island Park, in the Town of Hempstead, Nassau County.

Project Description:

The applicant proposes to stabilize a bluff by extending an existing timber retaining wall 154' eastward to an existing bulkhead return and by relocating the eastern portion of the top of the bluff landward. A bulkhead currently exists seaward of the proposed retaining wall. Seven hundred cu. yds. of material is proposed to be excavated from the top of the bluff. Three hundred eighty-three cu. yds. of clean fill is proposed to be placed as backfill for the existing bulkhead and the new retaining wall at the base of the bluff. The re-graded bluff and backfilled areas are proposed to be planted with native species. The proposed project is located at Wallis and Triple Oak Lanes in St. James, Town of Smithtown, Suffolk County, SCTM# 802-02-02-24.
