The project is located at 1165 Route 9G (west side) in the Town of Hyde Park approximately 60 feet east of a tributary of Crumb Elbow Creek [Water Index #H-124-2, Class A].

The applicants, Dennis Branham and Richard Bowens, proposed to disturb approximately 0.48 acre of NYS Freshwater Wetland PB-58, Class 2, and 1.23 acres of its associated 100-foot Adjacent Area for the construction of a 10-foot wide, joint access road for their two parcels and associated wetland mitigation. The purpose of the access road is to allow construction of horse sheds and paddocks in the upland outside the wetland and adjacent area. Freshwater Wetland PB-63 is also on the parcels but no disturbance is proposed.

Project Description:

Applicant is proposing to convert its existing approved regulated medical waste (RMW) transfer facility to a RMW treatment facility. The proposed facility will treat RMW delivered to the site via the use of autoclave units. Autoclave units treat the material with steam and high pressure at a temperature of 250-300 degrees fahrenheit for 45-60 minutes. All residual by-product material will be disposed of at an off-site approved facility. Proposed design capacity of the facility is 50 tons per day.
