Negative Declaration

Jefferson County - The Town Board of the Town of LeRay, as lead agency, has determined that the proposed Adoption of Local Law Amending the Zoning Map of the Town of LeRay will not have a significant adverse environmental impact. The action involves the adoption of a Local Law amending the Zoning Map of the Town of LeRay. The existing DD District (Development District) which included 1,486 acres was rezoned to include an AR zone, R2 zone, BR-2 zone and a MHO zone. The project is located throughout the Town of LeRay, New York.

Jefferson County - The Town Board of the Town of LeRay, as lead agency, has determined that the proposed Adoption of Local Laws Amending the Zoning Ordinance of the Town of LeRay will not have a significant adverse environmental impact. The action involves the adoption of Local Laws amending the Zoning Ordinance of the Town of LeRay. The Local Laws include general regulations for storage facilities, truck rental establishments, vehicle rental establishments and recreational vehicles as well as grading and parking standards for uses requiring site plan approval and subdivision approval. The project is located throughout the Town of LeRay, New York.

St. Lawrence County - The New York State Energy Research and Development Authority (NYSERDA), as lead agency, has determined that the proposed Installation of a 4.25 kW Wind Turbine and 126 foot Guyed Lattice Tower at the Willard Property will not have a significant adverse environmental impact. The action involves the installation of a 4.25 kW wind turbine atop a 126 foot guyed tower at the Willard property. NYSERDA is an involved agency with respect to this installation because it will be providing a financial incentive to the land owner under the New York State Renewable Portfolio Standard (RPS) program, which NYSERDA administers. In 2004 the Public Service Commission adopted a final Generic Environmental Impact Statement (GEIS), which was issued on August 26, 2004 by the Department of Public Service as a part of the RPS proceeding. The GEIS found that, given the various technology and/or fuel specific eligibility rules, the RPS program, generally, would have a beneficial impact on the environment. The project is located at 245 Underwood Road in the Hermon, New York.
