The Cortland County Industrial Development Agency (CCIDA) proposes the extention of a rail spur from the existing rail line near the New York State Department of Transportation building on New York State 281 to the Luker Road area to service the general public and existing businesses. The purpose of the railroad spur is to create an intermodal "team track" to enable transloading from truck to/from rail to service a wide range of companies in the South Cortlandville area. The applicant estimates that 50 - 75 trains with approximately six cars each will annually use the proposed railroad spur. The total project acreage is 6.06 and will include a culvert crossing of Otter Creek. The New York Susquehanna and Western Railroad Corporation (NYSWR) will lease the railroad spur from the CCIDA. Bestway of New York, Inc., under an "Operating License" with the NYSWR will operate the facility.

State Environmental Quality Review (SEQR) Determination:
Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.
SEQR Lead Agency: NYS Department of Environmental Conservation
State Historic Preservation Act (SHPA) Determination:
A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
