Project Description:

The applicant proposes a 21.5 acre expansion of an existing 25.5 acre sand pit for a 47 acre total life of mine area on a 368.4 acre parcel of land owned and/or controlled by the applicant. The reclamation objective is for soil stabilization and the establishment of grass cover. The mine is located on the north side of Sand Road, 4000 feet west of its intersection with NY Rte. 22B in Morrisonville. The existing haul road providing access to the Clinton County Landfill will continue to be used. In addition to the proposed modification, the permit would be renewed.

The applicant proposes a new surface unconsolidated sand and gravel mine. Material processing will consist of the use of a portable screener on site. The proposed hours of operation are Monday through Friday, 7:00 AM - 5:00 PM, and Saturday 8:00 AM - 2:00 PM. This proposal was also reviewed by the Town of Indian Lake. The Town approved this Class B Regional Project on behalf of the Adirondack Park Agency. The project is located on the west side of Chain Lakes Rd.

Project Description:

Proposed removal of previously disposed fill material from a vacant 1.75 acre parcel, and grade with clean backfill to prepare the site for a future office building. Clearing and grading will disturb 0.9 acre of the adjacent area of Freshwater Wetland N-27 (Class II). No disturbance to the actual wetland will occur. Most of the site will be graded level, with a stabilized slope toward the adjacent wetland. The work area will be seeded with a perennial rye grass following finished grading. The project is located on the west side of Route 9 at Corporate Drive, 0.1 mile south of Sitterly Road, Town of Halfmoon.

Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue a modified Air State Facility Permit (ASF) for the recommissioning of an existing SGF #3 boiler to operations. The SCA facility currently uses two obsolete boilers (boiler #1 & #2) firing natural gas to provide steam to the host facility. These boilers were built prior to 1967 and their potential operating efficiency is only 77%. Adjacent to the host facility is the natural gas fired SGF #3 boiler from the shutdown and demolished SGF Energy co-generation facility. The purpose of the project is to recommission the SGF #3 boiler as a fully automated unit with the latest in combustion control technology and remote monitoring capability to be the primary provider of steam to the SCA facility. The recommissioning will allow the facility to provide continuous thermal energy (steam and hot process gas) to the host facility at a higher efficiency of 82%. Boilers #1 and #2 will remain on site as the standby units and will fire natural gas only if the SGF #3 boiler goes out of service. The ASF permit imposes an emissions cap which ensures that the facility is not subject to the requirements of 6NYCRR Part 228, limiting the VOC emissions from the facility to less than 50 ton/yr. As a result of this modification, the limits on No. 2 fuel oil usage will be removed since the facility will no longer be burning No. 2 fuel oil.
