Project Description:

Taking a supplementary supply of water by the Town of Caneadea Houghton Water District through a new interconnection with the Town of Hume. The interconnection of two existing water supply systems in the Town of Hume (Town of Hume Water District No. 1) and in the Town of Caneadea (Houghton Water District) will provide a backup source for each municipality. The Town of Hume Water District No. 1 (created in 1990 and approved by WSA 9962 in 2000) serves approximately 620 people with an average daily demand of 95,000 gpd, and a storage capacity of 440,000 gallons. Water is supplied by a well with a capacity of 175 gpm (252,000 gpd). In the Town of Caneadea, the Houghton Water District (WSA 5539) serves Houghton College and the Hamlet of Houghton and has an average daily demand of 170,000 gpd and a storage capacity of 900,000 gallons. Water is supplied by a well with a capacity of 540 gpm (777,800 gpd). The interconnection provides for a water supply system with a combined capacity of 1.03 mgd, a combined average daily demand of 0.53 mgd, and a combined storage of 1.34 million gallons. The new interconnected system will operate according to the terms of an Intermunicipal Memorandum of Understanding signed by both Town Supervisors in 2001. The project included the installation of 13,000 linear feet of 12" water main and two chlorination treatment facilities, one at each end of the transmission main. The project site is located along NYS Rte.19 from the hamlet of Fillmore and to the hamlet of Houghton.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: Hume Town Board

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Nov 13, 2008.

Project Description:

The applicant proposes to expand the NYSDOT residency parking lot and address drainage issues within the site. The project includes: construction of a 250' x 150' parking lot; construction of two dry swales to treat stormwater runoff; lateral relocation of an existing drainage ditch west of the residency; construction of a security fence around the new parking lot; and construction of a vehicular access path to a private gas well on-site. Actions subject to regulation under Article 24 Freshwater Wetlands include the placement of 0.03 acres of permanent fill within the 100' adjacent area of State Wetland HB-2. In addition, the project includes the temporary disturbance of approximately 0.50 acres with the 100-foot adjacent area of State Wetland HB-2. The project site is located ~1000 feet northwest of the Evans Street/Lakeview Road intersection.

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
