Project Description:

The Department has prepared a Draft Permit and made a tentative determination to issue a new Air State Facility Permit (ASF) for the operation of the G. A. Braun, Inc. facility located at 79 General Irwin Blvd, North Syracuse, NY 13212. This is a relocation of their existing facility at 461 E. Brighton Ave, Syracuse, NY 13205. G. A. Braun designs and builds large commercial laundry and textile equipment. Relocated operations will include powder coating small internal parts and wet spray coating of assembled machines.

The ASF permit imposes a limit on the amount of VOCs that can be emitted from the facility to less than 10 tons/year. This facility emission "cap" ensures that the facility is not subject to the requirements of 6 NYCRR Part 228. The ASF permit includes monitoring requirements for ensuring compliance with the facility cap and other applicable requirements.

Persons wishing to inspect the subject ASF files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. Project Description:

The applicant proposes to install a complete water supply and distribution system to serve the Limeledge (Marcellus) Water District, and take a supply of water with a maximum daily demand (MDD) of 103,200 gallons per day (gpd) for use in this system by a connection to the applicant's existing facilities from Otisco Lake, through existing water mains operated by OCWA in the Village of Marcellus. The project also involves the crossing of tributary No.13 of Ninemile Creek, at New Seneca Turnpike. This application also includes a change in water source for the Village of Marcellus from the Rockwell Springs (to be abandoned) to OCWA (250,000 gpd MDD). This will involve a pump station in the Village to be replaced with a pre-packaged booster pump station, which will pump water to the existing Village tank, which will be rehabilitated, and another pre-packaged booster pump station to be located near the existing Village tank and pump water to this new water district's storage tank along Northwest Townline Road in Skaneateles. This application is affiliated with the Limeledge (Skaneateles) Water District (WD), in that the water for the Skaneateles WD will be coming through this system and they will be looped.
