Project Description:

Niagara County Refuse Disposal District (NCRDD) proposes to operate three Household Hazardous Waste collection facilities located at:

1. NCRDD Construction and Demolition Debris Landfill, Lockport;
2. Niagara Falls Department of Public Works, 1785 New Road, Niagara Falls;
3. North Tonawanda Department of Public Works, 758 Erie Street, North Tonawanda.

The following types and approximate amounts of wastes will be collected: 1,500 gal/yr of oil based paints, stains and varnishes; 500 gal/yr of paint thinners and strippers; wood preservatives 100 gal/yr; weed killer and fertilizer 1600 lbs/yr and 1,000 gal/ty; brake fluid, transmission fluid and used motor oil 500 gal/yr; 100 car batteries/yr; household polishes, cement and glue 500 gal/yr; oven cleaners, drain/toilet cleaners 500 gal/yr; fluorescent bulbs 200 lbs/yr and thermometers 20 lbs/yr. Materials collected will be stored in a secure fenced and locked area.

The sites will be open to Niagara County residents by appointment. Precautions will be taken to ensure that incompatible materials will not be co-mingled or stored at the same area within the facility and unknown wastes or materials other than those listed above will not be collected.

Availability of Application Documents:

Filed application documents, and Department draft permits where applicable, are available for inspection during normal business hours at the address of the contact person. To ensure timely service at the time of inspection, it is recommended that an appointment be made with the contact person.

This project is subject to the Department's Environmental Justice Policy and an enhanced public participation plan has been prepared and accepted as a component of application completeness. As part of the plan, a document repository has been established near the project area that contains application and project related materials. Information on the repository location and other outreach components of the plan is available from the identified DEC contact.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.

SEQR Lead Agency: Niagara County Refuse Disposal

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Nov 06, 2008.
