Project Description:

The applicant proposes to construct a portion of a residental driveway within the regulated 100-foot adjacent area of State-designated Freshwater Wetland SL-7 (Class 2). The project is assocated with the construction of a new single family residence and creation of a two-lot residential subdivision of a parcel located on the south side of Eagle Valley Road, approximately one half mile west of the intersection with NYS Route 17. As proposed, the 12 foot wide driveway would occupy about 260 linear feet within the 100-foot wetland adjacent area. In addition, six 1,000 gallon pre-cast concrete seepage pits would be installed under the driveway within the wetland adjacent area to receive stormwater runoff from the site. The house, septic system, other utilities, and remaining components of the project would be located outside the wetland regulated area. Each created lot would be over 2 acres in size.

SEQR Lead Agency: Sloatburg Village Planning Board

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The applicant proposes to upgrade a 2.9 mile section of NYS Route 17 to interstate standards by construction of a new 2.9 mile segment of four-lane, controlled-access highway to be designated as I-86 and a new highway interchange near the hamlet of Parksville. The new highway will be located on new alignment to the south of the existing NYS Route 17. The project will involve the impact of 1.74 acres of wetlands, 1.24 acres of which are federally-regulated and 0.5 acres of which are isolated wetlands. To minimize impacts to hillside seeps, wetlands, and the channel of the Little Beaver Kill, the eastbound and westbound roadways of the main line will be terraced and retaining walls will be installed along with four bridges and four large arch structures will minimize impacts to stream channels downstream of seep sources and provide wildlife movement passages. Compensatory wetland mitigation will be provided by the expansion of two high quality wetlands by a total of 4.32 acres. In addition a stormwater pollution prevention plan has been prepared in accordance with the Department's State Pollutant Discharge Elimination System (SPDES) General Permit for Stormwater Discharges from Construction Activities (GP-0-08-001).
