Project Description:

The NYSDEC is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit for the Glenwood Power Station and has prepared a draft permit. The draft permit has been modified to specify the facility upgrades necessary to implement NYSDEC staff's Best Technology Available (BTA) determination. These upgrades are required to minimize environmental impacts associated with the facility's cooling water intake structures in accordance with 6 NYCRR Part 704.5 and Section 316(b) of the federal Clean Water Act. Fish protective measures currently in place at the facility include scheduled outages, aggressive pump shutdowns, and a fish return system, where fish and other debris washed from the traveling screens are returned to Hempstead Harbor.

Department staff have selected; (1) the installation and operation of Variable Speed Pumps (VSP), (2) continuous operation of the traveling screens and the existing fish return system, and (3) aggressive pump shut downs when one or both units are not operating; as the technologies and/or operational measures that will meet the requirements of 6 NYCRR Part 704.5 and Section 316(b) of the federal Clean Water Act. This selection of technologies and/or operational measures is referred to as a BTA determination, and the schedule for implementation and follow-up activities have been incorporated into this draft permit.

The SPDES permit for this facility authorizes the discharge of non-contact cooling water, treated wastewater, boiler blowdown, and storm water, to both Hempstead Harbor and groundwater. The facility is located on the east shore of Hempstead Harbor, part of Long Island Sound on a 5 acre parcel bordered by Glenhead Road to the north, Shore Road to the east, Motts Cove to the south and Hempstead Harbor to the west.

Project Description:

Applicant proposes to perform sediment removal and aquatic vegetation control at Orowoc Creek located on the western portion of the Laurel Park Elementary School property in order to restore the normal stream flow. The proposed project will involve restoration of an approximate length of 100' of stream bed and adjacent area. Erosion control measures will be implemented in certain sections of the adjacent area. The approximate 60 cubic yards of excavated material is to be disposed of at an approved upland site and the restored stream bed adjacent area is to be replanted with native vegetation and grasses.
