Project Description: The action involves: Replacement of a wetland crossing/fill for a private driveway. The proposed fill will be no larger than the existing footprint in wetlands, a total of 250 ± square feet. The new crossing will consist of stone fill, geo-textile fabric and 6 x 6 hemlock timbers to retain the fill. A 16 inch diameter "Stormtech Chamber" (bottomless arch culvert) will be placed at grade to allow passage of surface water and small creatures.
Notice of Acceptance of Draft EIS and Public Hearing (Comment Deadline Correction)
Franklin County - The County of Franklin Solid Waste Management Authority, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Sanitary Landfill Expansion. A public hearing on the Draft EIS will be held on November 5, 2008 at 7:00 p.m. at the Malone Middle School Auditorium, 15 Francis Street, Malone, NY 12953. Written comments on the Draft EIS will be accepted until December 1, 2008 . The action involves the long-term expansion of the County of Franklin Solid Waste Management Authority's landfill including potential land acquisition of approximately 561 acres and the phased construction and operation of up to approximately 142 acres of double composite liner system plus the phased construction and operation of ancillary and support facilities such as stormwater ponds, leachate storage and conveyance facilities, pump stations, on-site perimeter roads, maintenance and equipment storage buildings, groundwater monitoring wells, landfill gas collection and control facilities, and fencing. The project is located Town of Westville and Town of Constable in New York.
