Project Description:

The department has made a tentative determination to approve this application for a modification of a permit for an existing discharge of a varying amount of untreated stormwater/runway deicing agents into Six Mile Creek, a Class C waterbody, from the applicant's facility located in Rome, Oneida County. The applicant has taken ownership of Griffiss Airfield and is transferring all aircraft operations from the current county airport at Oriskany to Griffiss Airfield.
The Department has made a tentative determination to issue a State Pollutant Discharge Elimination System permit under Article 17 of the Environmental Conservation Law. This tentative determination indicates that a discharge regulated under this statute is considered to satisfy regulatory standards for permit issuance, based on information available to the Department at this time. As a tentative determination, the Department seeks comments on the proposed regulated activity prior to making a final decision on permit issuance. As such, this tentative determination does not signify department approval for or endorsement of the activity for which a permit is sought or for the overall proposed project. Project Description:

Applicant proposes to grade and fill a 120' X 190' area with approx. 1200 cubic yards of gravel in the AA of FWW C-9. The applicant proposes to strip 6"-12" of topsoil prior to placing a layer 6"-12" deep of Bank Granular Base and a final 6" layer of Dense Granular Base (DGB) or Crusher Run Material. The excavated topsoil will be placed in an existing stockpile area at the north end of the lot and away from the wetlands. An approximately 260' linear foot swale will be constructed along the northern and eastern sides of the proposed area for roof runoff and storm water drainage.
Applicant also proposes to construct a 50' X 102' pole barn to be used for storage within the graded area.

Project Description:

The proposed construction of an 80' long driveway connector to provide access to the owner's property. The project is located in the 100' buffer of a class I state regulated wetland (R-2). The construction of the driveway will include the cutting of several trees, the installation of an 8" diameter, 20' long culvert pipe and the addition of approximately 14 cubic yards of clean gravel fill. The gravel driveway will consist of 80' of new gravel and then connect with an existing driveway. The proposed new portion of the driveway will be approximately 12' wide at the top and 2' deep at the deepest point, tapering to zero at the intersection with the existing driveway.
