Project Description:
The New York State Department of Environmental Conservation (NYSDEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY 002 3591, DEC Identification #: 4-3650-00004), the Village of Cooperstown Wastewater Treatment Plant pursuant to 6 NYCRR Part 750-1.18, New York State's Environmental Benefit Permit Strategy (EBPS). The changes to the permit are as follows:
Permit limits, levels and monitoring: add - temperature effluent limit of 90°F; - Chesapeake Bay Nutrient Reduction action levels and monitoring requirements. Add Monitoring locations map and Mercury minimization program requirements. Add new schedule of compliance. Old schedule was removed due to completion. Add discharge notification requirements.
The modification also includes several other minor reporting modifications. The Cooperstown Wastewater Treatement Plant has surface discharge into Susquehanna River, a class B water. Additional information including the current permit, renewal applications, and supporting documentation may be obtained from or inspected at the DEC central office in Albany. Substantive comments on the permit or requests for hearing or both must be submitted in writing to the contact person. DEC seeks comments on the proposed regulated activity prior to making a final decision on permit issuance.
