Project Description:
The department has made a tentative determination to approve an application for a modification of an existing SPDES permit to discharge treated process wastewater and landfill leachate to a tributary(SL-25-105) of the Oswegatchie River from an outfall at the Newton Falls Fine Paper Company, on County Route 60 in the Hamlet of Newton Falls, Town of Clifton, St. Lawrence County. The permit has been modified to include effluent limits for total chlorine residual and ammonia to reflect the use of new water treatment chemicals within the paper mill.It has also been updated with administrative items associated with the new owners and startup of the mill.
