Project Description:

Rochester Gas & Electric Corporation (RG&E) is proposing to expand its generation capacity by upgrading its existing Hydrolelectric Station 2, located within the City of Rochester, on the west side of the Genesee River at the foot of High Falls (formerly known as Upper Falls) and 7.5 miles from the mouth of the river at Lake Ontario. The expansion includes upgrading the existing 6.5 Megawatts (MW) unit to 8.5 MW and installing a new 6.3 MW unit in a new powerhouse adjacent to the existing powerhouse. Hydraulic capacity of the project would increase from 1,250 cfs to 2,400 cfs. The project will continue to operate as run-of-river with no change to impoundment elevation. RG&E has filed an application for amendment of its License with the Federal Energy Regulatory Commission (FERC). The Settlement Agreement, which forms the basis for issuance of the currently valid Water Quality Certification issued by the NYS Department of Environmental Conservation (Department), pursuant to Section 401 of the Clean Water Act and in association with the FERC license approval, will also be amended. A new paragraph will be added to the Station 2 portion of the Settlement Agreement at the end of the Fish Passage and Protection section. The new paragraph will indicate design changes to improve fish passage, which will be incorporated in the facility expansion. These changes include: increasing the total fish passage flow from 30 cubic feet per second (cfs) to 48 cfs by the installation of three sluice gates each passing 16 cfs; the installation of an independent pipe from the trash sluice to the river downstream of the station's turbines for the purpose of safely passing fish clear of the station's turbine; and installation of additional trashracks with 1-inch clear spacing over the newly enlarged intake structure. The executed amendment to the Section 401 Water Quality Certification Settlement Agreement will be signed by three of the original signatories of the Settlement Agreement: RG&E, New York Rivers United and the Department. The United States Department of Interior Fish & Wildlife Service and Niagara Mohawk have chosen not to be signatory to the document and do not oppose it.

Project Description:

The applicant proposes to selectively thin vegetation along 1180 feet of its Genesee River Trail system in the vicinity of an existing retaining wall, located near the crest of a steep sloping portion of bank of the Genesee River. This area of the trail is used by University of Rochester students going to and from the campus and their apartments located in the 1236 Riverside Complex on South Plymouth Avenue. The project is being proposed to respond to a safety concern because low growth vegetation in the vicinity of the wall could provide hiding places for criminals. The project proposal originated with the University of Rochester and the owners of the Riverside Apartment Complex. The City's plans are to limit thinning of vegetation to no closer than 2 feet from the crest of the steeper sloped portion of the river bank. The thinning of vegetation would extend between 4 and 10 feet from the river side of the retaining wall and between 2 and 5 feet from the river side edge of the trail where the wall is not present. In addition to not disturbing vegetated areas on the steep slopes, which are in closer proximity to river's edge, the City has developed Plant Material Guidelines, which outline the criteria for removal of the selected vegetation in terms of plant species, plant height, and trunk diameter. No vegetation thinning to bare soil or removal of roots would be allowed. The University of Rochester has agreed to undertake annual maintenance of the vegetation. The Maintenance Plan should conform with the restrictions and limitations of vegetation disturbance that the City has detailed in its application.

The proposed system is a small scale module feedstock preparation, thermal-chemical dissociation and catalytic reactor process, which will convert recycling residue, post-recycled waste streams, organic sludge, and waste oil and grease, to synthesis gas to be used to generate electricity or produce motor fuel.
