Project Description:

The applicant proposes to develop and operate a 9.8 acre surface sand and gravel mine within a 11.8 acre parcel south of Hogsback Road (Effley Falls Road). The project site is the Matthew Bush property south of Hogsback Road, +/- 1 mile west of the the intersection with Soft Maple Road. The mine is intended to operate as a traditional surface extraction of the Adams series of gravelly sandy soil which is the predominate soil type on the site. Mining is proposed for above the local water table. Excavation will be done by mechanical equipment, standard for sand and gravel mining operations, and for removal of material above the local water table. Mining is proposed to remove approximately 3,500 tons-per-year of sand and gravel over the estimated 15 year operational life of the mine. Material will be stockpiled as unprocessed "run-of-bank", or processed with portable screens and crushers. Maximum processing rates for the screen and crushing operations will not exceed 150 tons-per-hour (TPH). Final reclamation will restore the site to a +/- 9.8 acre uniformly graded and revegetated open land. Reclamation will include the replacement of stockpiled topsoil, and reseeding with an approved USDA SCS seed mixture. The reviewed life-of-mine (LOM) area is 9.8 acres.

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Project Description:

The department has made a tentative determination to approve an application for a modification of an existing SPDES permit to discharge an annual average flow of 1.4 million GPD of treated process wastewater, stormwater and groundwater to the Moose River from an outfall at the Burrows Paper Corporation's paper mill, Lyonsdale Road, Lyonsdale, Lewis County. The permit has been modified to include increased effluent limitations for BOD and TSS as per 40CFR430 to reflect the increased paper production at the facility and to require the development of a Best Management Practice (BMP) plan for the mill.

The applicant proposes to expand the sand and gravel mining operations to include an additional 6.5 acres to the existing 6.5 acres life of mine area within a 204 acre parcel west of Stark. The proposed expansion of the life of mine area is within the area that was affected by mining before 1973 (grandfathered area). The proposed expansion is to include stockpiling and processing of materials in the expansion area. The project site is the applicants property, located 3,500 feet southwesterly of NYS Route 56, about 5 miles southeast of South Colton. The mine is intended to operate as a traditional surface extraction of the sand and gravel at the site. Excavation will be done by mechanical equipment, standard for sand and gravel mining operations, and for removal of material above the local water table. Material will be stockpiled as unprocessed "run-of-bank", or processed with portable screens and crushers. Maximum processing rates for the screen and crushing operations will not exceed 150 tons-per-hour (TPH). Final reclamation will restore the site to a +/- 6.5 acre uniformly graded and re-vegetated open land.
