Project Description:

The Department of Environmental Conservation (DEC) has received an application to renew State Pollutant Discharge Elimination System (SPDES) # NY 008 1027, for Hyde Park Terrace Apartments in Dutchess County. This is a pre-existing Private/Commercial/Institutional SPDES permit. DEC has made a tentative determination to renew this permit and set a standard five year term maintaining current effluent limitations and monitoring and reporting requirements. This permit involves the surface discharge of up to 6,000 gallons per day of treated sanitary waste into a local stream to the Hudson River, a class B water. Additional information including the current permit, renewal applications, and supporting documentation may be obtained from or inspected at the DEC central office in Albany. Substantive comments on the permit or requests for hearing or both must be submitted in writing to the contact person. DEC seeks comments on the proposed regulated activity prior to making a final decision on permit issuance.

State Environmental Quality Review (SEQR) Determination:

Applicant is proposing slope stabilization activities within Dry Brook (NYS water index # D-70-80-2, Class Cts) by installing a 300 foot long by 10 foot high stacked rock wall keyed into the stream bed. The project site is located 1/2 mile north of the intersection of Millbrook Rd and Route 7A. Appropriate erosion and sediment controls and water diversion methods are proposed in conjunction with the construction.

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
