Project Description:

The applicant proposes to install a tennis court within the adjacent area of a NYS regulated Freshwater Wetland (# HV-1). The tennis court is proposed within 67 feet of the freshwater wetland boundary, with clearing of vegetation proposed within 33 feet of the freshwater wetland. The applicant also proposes regrading and installation of dry wells within 40 feet and 48 feet, respectively, of the freshwater wetland at the site. The project is located at the end of Valentine Farm Court, Old Brookville, Town of Oyster Bay, Nassau County, NCTM # Section 20, Block J-7, Lot 963.

Project Description:

The proposed project consists of the installation of a series of geo tubes (sand-filled geotextile tubes) strategically placed along the east and west side of the discharge channel at the KeySpan Northport Power Station in an effort to maintain the cooling water discharge flow in a northerly direction. The tubes will be arranged in a modified chevron/porous groin design to minimize the interruption of sediment dynamics. A total of 5 tubes ranging in size from 100 feet to 200 feet long will be installed perpendicular to the shore along the west side of the channel, and a total of 7 tubes each 40 feet long will be installed in a chevron configuration (approximately 10 degrees from shore parallel) on the east side of the channel. The geo-tubes will be approximately 12 feet wide and 6 feet high, and will be filled with sand dredged from the discharge channel as authorized under NYSDEC permit # 1-4726-00130/00043.

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.

SEQR Lead Agency: NYS Department of Environmental Conservation

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. The report of the survey is on file. No archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.
