Conditioned Negative Declaration

Queens County (Queens) - The New York City City Planning Commission, as lead agency, has determined that the proposed Rezoning of Block 1083 and Demapping of 88th Street and 24th Avenue will not have a significant adverse environmental impact provided specific conditions are met. There will be a 30 day public comment period commencing with the date of this notice. The revised Conditioned Negative Declaration reflects a modified action to remove the requested demapping of 88th Street between 23rd Avenue and 24th Avenue. The action involves the application by GJT Co. Inc. which is seeking a Zoning Map Amendment to rezone the southeastern portion of Block 1082 from R3-2/C4-2 to C4-1 and a change to the City Map to eliminate and close a portion of 24th Avenue to facilitate the expansion of an existing car rental and long-term public parking facility The project is located at 23-45 87th Street and is bounded by 23rd Avenue to the north, 24th Avenue to the south, 90th Place to the east and 87th Street to the west within the East Elmhurst area of Queens Community District 3, New York.

The conditions are: The applicant, GTJ Co. Inc., agrees via a restrictive declaration to prepare a hazardous materials sampling protocol including a health and safety plan, which would be submitted to the Department of Environmental Protection (DEP) for approval.

Positive Declaration and Public Scoping

Bronx County (Bronx) - The Office of the Deputy Mayor for Economic Development, as lead agency, has determined that the proposed Kingsbridge Armory may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. Written comments on the draft scope will be accepted at the address listed below until 5:00 p.m. October 17, 2008. A public scoping session will be held on October 2, 2008 at 6:00 p.m. at the Bronx Library Center, 310 East Kingsbridge Road, Bronx, NY. The Draft Scope of Work is available for review from the contact person listed below and on the websites of the New York City Economic Development Corporation and the Mayor's Office of Environmental Coordination at: www.nycedc.com and www.nyc.gov/oec.

The action involves the redevelopment of the Kingsbridge Armory, a historic landmark, with approximately 897,860 square feet of new uses, including approximately: 377,235 square feet of retail and restaurant space, including both neighborhood and destination retail; 57,485 square feet of entertainment uses (a cinema); 33,240 square feet of fitness club space, and 27,000 square feet of community facilities. The project is located at Block 3247, Lot 10 and a portion of Lot 2, in the Bronx bounded by West 195th Street, Reservoir Avenue, West Kingsbridge Road, and Jerome Avenue in New York.

Notice of Acceptance of Final EIS

Queens County (Queens) - The New York City City Planning Commission, as lead agency, has accepted a Final Environmental Impact Statement on the proposed Dutch Kills Rezoning and Related Actions. The action involves the proposed zoning map and text amendments for an area encompassing approximately 40 blocks in the Dutch Kills neighborhood. The area would generally be rezoned from current M1-3D and M1-1 to mixed-use districts where a Residence District would be paired with a light Manufacturing District, or for a small portion of the western side of the rezoning area, to M1-2. The proposed zoning text amendments would facilitate the creation of the Dutch Kills Subdistrict within the Special Long Island City Mixed-Use District, establish an Inclusionary Housing program in the proposed M1-3/R7X district near Northern Boulevard, and modify certain provisions of the proposed underlying districts. The project is located on approximately 70 acres within Queens Community District 1 and is generally bounded by 36th Avenue to the north, the west side of Northern Boulevard to the east, 41st Avenue to the south, and 23rd Street to the west in New York.
