Project Description:

The applicant is proposing to remove and replace two (2) water storage tanks owed by the Town of Colonie Department of Public Works, Division of Latham Water located on Utica Avenue. The tops of these existing tanks penetrate the Federal Aviation Regulation (FAR) - Part 77 approach surface for the Albany County Airport Authority's Runway 28, and therefore are classified as obstructions to the primary surface of the runway. The removal of these two (2) existing tanks necessitates the replacement in kind of the hydraulic function that they presently provide, thus the project will also involve the installation of a new tank and water transmission piping. A portion of the new piping runs from the water treatment plant located off of Onderdonk Road near the Mohawk River to an existing transmission main off of Sparrowbush Road. The installation of this new line will result in the temporary impact to approximately 0.31+ acres of Freshwater Wetland N-2 and N-5.

Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue a modification and renewal Title V air permit for the existing, EPCOR Power LLC power generating facility located at 1902 River Road, Castleton-on-Hudson in Rensselaer County, New York. The EPCOR Power facility is a combined cycle, electric generating plant rated at 67 MW nominal. The facility consists of; one General Electric frame Model MS6001B gas turbine firing primarily natural gas with distillate oil, as alternative fuel utilizing steam injection for NOx emission control, a 125 MMBTU/hr natural gas fired duct burner, a heat recovery steam generator, and a steam turbine generator. The alternative gas turbine fuel is 0.5% distillate fuel oil with a firing limit of 6,653,000 gallons per year. The facility also operates a gas fired, auxiliary boiler rated at 95 MMBTU/hr for space heating and, to provide steam to the gas turbine during startup. The facility is subject to provisions of the NOx and Sulfur Dioxide Budget Programs and the Acid Rain regulations. However, due to a recent court order vacating the anticipated US EPA CAIR regulations the associated NYS regulations 6 NYCRR Parts 243, 244 and 245 are not included in this draft permit.

In accordance with NYCRR Parts 621.5 (d) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with the applicable requirements of the Clean Air Act or NYCRR Part 201.
