Project Description:
Allens Inc has submitted an Air State Facility application for its Oakfield Facility, which processes and freezes vegetables. Facility operations are currently regulated by permits to operate individual process emission points, which include conditions to restrict emissions to below Title V thresholds. The Air State Facility application does not propose a change in operations, but will allow the Department to issue a single permit for all facility operations. Emission sources include two 25.1 million BTU per hour boilers, which can be fired by either natural gas or # 6 fuel oil.
As part of this application, Allens Inc seeks to maintain its current emissions below Title V thresholds by limiting facility use of # 6 fuel oil to 840,000 gallons per year to restrict emissions of SO2 to below the 100 ton per year applicability threshold in 6 NYCRR Part 201-6 (Title V) regulations.
In response, the Department has generated a Draft Air State Facility Permit restricting # 6 fuel oil use to 840,000 gallons per year, on a 12 month rolling total basis. To verify compliance, Allens Inc will be required to maintain records of fuel use and emissions at the facility, to be maintained on site for a minimum of five years, and made available with all supporting data to Department inspectors upon request.

State Historic Preservation Act (SHPA) Determination:
Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management:
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:
The applicant proposes to remove fallen trees and woody debris from a tributary to Black Creek. Additionally, a culvert or bridge will be installed to facilitate landowner access to his property on the other side of the waterway. The proposed project will include operation of equipment and the leveling of an existing fill berm within NYS Freshwater Wetland ON-37.
