Project Description:

The applicant proposes to subdivide 18.8 acres into six lots for the proposed development of a 100 room hotel, three restaurants, a retail store/bank, and a pharmacy. The site is located immediately north of the Fort Drum Military Reservation North Gate, east of NYS Route 11, approximately 5.75 miles north of the City of Watertown. A portion of the development, primarily stormwater detention basins, will be located in the adjacent area of regulated freshwater wetland Z-3, a 92 acre Class II wetland associated with West Creek, a protected trout stream. Mitigation for wetland impacts and protection of habitat for the Indiana Bat, is included.

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

The project involves the placement and grading of clean gravel topdressing on a previously filled and developed adjacent area to a class III state regulated wetland (M-19). The extent of the fill will be 250'x100'x10". No fill will enter the delineated wetland and all work shall be performed outside the delineated wetland boundary.
