Project Description:

The applicant proposes to rebuild an existing regulatory station for natural gas distribution within the 100-foot Adjacent Area (AA) of NYS Freshwater Wetland CO-2, Class 2, with a new distribution line outside the AA and extend a 10-inch natural gas main line through portions of the AA of CO-2 and the AA of wetland CO-1, Class 2. The regulator station is located at the corner of Clark Street and Route 207. The proposed main line runs from the regulator station along the south side of Route 207 to Kings Road, then along the north side of Kings Road, to Station Road, along the south side of Route 207, crossing under Route 207 approximately 970 feet west of the intersection with Station Road, and finally along north side of Route 207 to Drury Lane. The proposed main line will disturb approximately 430 linear feet of the AA of wetland CO-2 and approximately 600 linear feet of the AA of CO-1. Approximately 0.3 acre of AA of CO-2 will be disturbed for the regulatory station. All areas are previously disturbed as part of the existing regulator station and existing transportation right-of-ways.

The applicant proposes to realign and widen approximately 400 linear feet of Sunnyside Brook (DEC Water Index No. H-16; Class C) and replace two stone arch culverts within the same reach. The project site is located at Historic Hudson Valley's Sunnyside property at 3 West Sunnyside Lane, Tarrytown, New York. The project proposal will widen the existing channelized stream from about 5 feet wide to 10.5 feet wide, and reconstruct the stone retaining wall located along both banks. In addition two existing stone arch culverts will be replaced by the installation of two 16 foot long by 12 foot wide by 4 foot high arch bridges across the stream. In addition, miscellaneous repairs to a small pond dam and overflow channel will be performed.

The Department has prepared a Draft Permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and made a tentative determination to issue a State Facility Permit to The Journal News facility located in White Plains, Westchester County, New York. This application is for the operation of a 50" 22 station Goss offset web printing press exhausting to 8 Emission Points (GP-1-8), (1) 17"8-station Diddee printing press exhausting to 10 Emission Points (DP1-10), and two natural gas fired 14.65 mmbtu/hr Cleaver and Brooks Boilers exhausting to 1 Emission Point (000B1). This State Facility Application is requesting the facility VOC emissions limit to be capped at 24 tons/year. This state application will replace the existing A100 permits.

By acceptance of this permit, the permittee agrees that the permit is contingent upon strict compliance with the ECL, all applicable regulations, the General Conditions specified and any Special Conditions included as part of this permit.

DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. Comments and requests for a legislative public hearing should be in writing and addressed to the Department representative listed below. Project Description:

The applicant proposes to dredge 1800 cubic yards of deposited sand and sediment from a 2.14-acre pond located within Freshwater Wetland D-10 (Class II) for recreational and aesthetic purposes. An area approximately 30,300 square feet (0.7-acre) will be hydraulically dredged to remove an average depth of 1.5 feet of deposited material. Dredging will be performed by a pontoon mounted submersible hydraulic pump. Dredge spoils will be disposed of on site and vegetatively stabilized within an area southwest of the pond and within the 100 foot adjacent area of the wetland. The total area of disturbance to the wetland is 0.7-acre; the total area of disturbance to the adjacent area of the wetland is 0.18-acre. The in stream pond is part of the Mill River, Class AA Special, and is located on the east side of Fox Run Road, south of Beech Hill Road in the Town of Pound Ridge, Westchester County.
